Position Summary:
The Project Manager will lead and coordinate all components of the project, ensuring high-quality implementation of education, child protection, and climate-smart interventions. The position oversees planning, field management, stakeholder coordination, and delivery of the Child Rights Situational Analysis (CRSA). The Project Manager will guide the project team, ensure adherence to safeguarding and ethical standards, and drive evidence-based programming across 14 villages in District Umerkot.
Job Description:
A. Project Planning & Management
- Lead overall planning, coordination, and implementation of the project in Umerkot.
- Prepare monthly, quarterly, and overall project implementation plans.
- Oversee activity execution related to education, child protection, and climate resilience.
B. Project Team Formation, Orientation & Capacity Building
- Lead the formation of the project team through SCF’s HR processes, ensuring recruitment of qualified staff for CRSA, education, protection, and climate-related interventions.
- Organize and facilitate a one-day project orientation workshop with participation from SCF’s senior support teams (HR, Finance, Program, MEAL).
- Ensure the project team is fully aligned with project objectives, expected results, methodologies, and safeguarding standards.
C. KNH-Led Training Coordination
- Coordinate with KNH to organize participatory, child-centered, and gender-sensitive research trainings for project staff.
- Ensure team participation in ethical research training, safeguarding protocols, and culturally sensitive community engagement practices.
- Supervise the practical application of these skills during field activities.
D. Desk Review Oversight
- Lead and guide the desk review of relevant reports, studies, and secondary data related to child rights, education, protection, and climate vulnerability in Umerkot.
- Use findings to refine CRSA tools and data-collection strategies and inform project interventions.
E. CRSA Fieldwork Leadership
- Oversee implementation of CRSA fieldwork in 14 villages using surveys, FGDs, KIIs, and community consultations.
- Ensure meaningful participation of children (especially girls), parents, teachers, SMCs, and marginalized groups.
- Supervise data consolidation and lead the development of the CRSA Draft Report for stakeholder validation.
F. Engagement of Targeted Audiences
- Ensure that the CRSA engages a broad range of stakeholders, including:

- Teachers and school management committees
- Community elders and religious leaders
- Child Protection Unit and Social Welfare officials
- Education Department representatives
- Civil society and media actors
- Use CRSA findings to guide targeted interventions and inform SCF’s long-term programming in Umerkot.
G. Stakeholder Coordination
- Maintain strong coordination with Education Department, Child Protection Unit, Social Welfare, Police, and Local Government.
- Engage School Management Committees, teachers, parent groups, and community leaders.
- Represent SCF in district-level forums, education clusters, and child protection coordination meetings.
H. Monitoring, Documentation & Reporting
- Ensure timely, high-quality monthly, quarterly, and final project reports.
- Work with the MEAL Officer to verify data, track indicators, and strengthen field-level monitoring systems.
I. Financial & Administrative Oversight
- Monitor project expenditure in line with the approved budget and donor requirements.
- Ensure procurement and financial procedures comply with SCF policies and donor guidelines.
J. Safeguarding, Protection & Climate Resilience
- Enforce SCF child protection and safeguarding protocols across all project activities.
- Identify potential risks for children and initiate mitigation and referral actions.
- Ensure all interventions contribute to climate-smart resilience and safe learning spaces for children.
3. Required Qualifications & Experience
Education
- Master’s degree in Social Sciences, Development Studies, Education, Public Policy, Human Rights, or a related field.
Experience
- 5–7 years of progressive experience in project management in education, child protection, climate change or community development.
- Proven experience in conducting or supervising assessments or situational analyses, preferably related to child rights or child protection, risk analysis
- Demonstrated experience in coordination with government departments and district stakeholders.
Skills
- Strong analytical skills and report-writing abilities.
- Ability to lead multi-disciplinary teams and manage field operations.
- Excellent facilitation, negotiation, and communication skills.
- Strong leadership and interpersonal skills.
- Sensitivity to child rights, gender equality, and cultural norms.
